{"id":31058,"date":"2012-06-06T10:32:45","date_gmt":"2012-06-06T15:32:45","guid":{"rendered":"https:\/\/latamjournalismreview.org\/?p=31058"},"modified":"2021-09-10T10:34:13","modified_gmt":"2021-09-10T15:34:13","slug":"al-concluir-la-42o-asamblea-general-de-la-oea-acoge-informe-para-reformar-el-sistema-interamericano-de-derechos-humanos","status":"publish","type":"post","link":"https:\/\/latamjournalismreview.org\/es\/articles\/al-concluir-la-42o-asamblea-general-de-la-oea-acoge-informe-para-reformar-el-sistema-interamericano-de-derechos-humanos\/","title":{"rendered":"Al concluir, la 42\u00ba Asamblea General de la OEA acoge informe para reformar el Sistema Interamericano de Derechos Humanos"},"content":{"rendered":"<p>Por Liliana Honorato<\/p>\n<p>La 42\u00ba Asamblea General de la\u00a0<a href=\"http:\/\/www.oas.org\/es\/\" target=\"_blank\" rel=\"noopener\">Organizaci\u00f3n de Estados Americanos (OEA)<\/a>\u00a0concluy\u00f3 el martes 5 de junio en\u00a0<a href=\"http:\/\/es.wikipedia.org\/wiki\/Cochabamba\" target=\"_blank\" rel=\"noopener\">Cochabamba, Bolivia<\/a>, con la\u00a0<a href=\"http:\/\/noticias.lainformacion.com\/politica\/sistemas-politicos\/una-oea-salomonica-acoge-cambios-del-sistema-de-dd-hh-pero-aplaza-su-aplicacion_XI6NY0EXqec4991oA2E1o7\/\" target=\"_blank\" rel=\"noopener\">decisi\u00f3n de acoger el pol\u00e9mico informe para reformar el Sistema Interamericano de Derechos Humanos<\/a>, presentado por Venezuela y Ecuador, aunque decidi\u00f3 aplazar su aplicaci\u00f3n por seis a nueve meses para discutir las decisiones con las partes involucradas, inform\u00f3 la agencia de noticias EFE.<\/p>\n<p>Seg\u00fan inform\u00f3 el diario venezolano El Universal, adem\u00e1s de proponer que la\u00a0<a href=\"http:\/\/www.oas.org\/es\/cidh\/\" target=\"_blank\" rel=\"noopener\">Comisi\u00f3n Interamericana de Derechos Humanos (CIDH)<\/a>\u00a0\u201crevise sus criterios y procedimientos \u201c antes de publicar informes que se\u00f1alen que alg\u00fan pa\u00eds necesita \u201cmejorar en materia de derechos humanos\u201d, el informe tambi\u00e9n \u201c<a href=\"http:\/\/www.eluniversal.com\/internacional\/120606\/oea-acoge-cambios-de-sistema-de-derechos-humanos-pero-aplaza-aplicacio\" target=\"_blank\" rel=\"noopener\">exige que todos los pa\u00edses americanos se adhieran a los instrumentos del sistema<\/a>, as\u00ed como modificar los estatutos de la CIDH para que consulte a los Estados antes de emitir medidas cautelares\u201d.<\/p>\n<p><a href=\"http:\/\/www.radiosantafe.com\/2012\/06\/06\/oea-acepta-modificaciones-al-sistema-de-ddhh-crecen-criticas-a-cidh\/\" target=\"_blank\" rel=\"noopener\">La CIDH recibi\u00f3 m\u00faltiples cr\u00edticas durante la Asamblea<\/a>\u00a0por parte del presidente ecuatoriano\u00a0<a href=\"http:\/\/knightcenter.utexas.edu\/es\/search\/node\/rafael%20correa\" target=\"_blank\" rel=\"noopener\">Rafael Correa<\/a>\u00a0y el presidente boliviano\u00a0<a href=\"http:\/\/knightcenter.utexas.edu\/es\/search\/node\/Evo%20Morales\" target=\"_blank\" rel=\"noopener\">Evo Morales<\/a>, report\u00f3 la emisora colombiana Radio Santa Fe. El presidente Correa y representantes de Venezuela y Nicaragua, miembros de la\u00a0<a href=\"http:\/\/www.alianzabolivariana.org\/\" target=\"_blank\" rel=\"noopener\">Alianza Bolivariana para los Pueblos de Nuestra Am\u00e9rica (ALBA)<\/a>, acusaron a la OEA, en especial a la\u00a0<a href=\"http:\/\/www.oas.org\/es\/cidh\/expresion\/index.asp\" target=\"_blank\" rel=\"noopener\">Relator\u00eda para la Libertad de Informaci\u00f3n<\/a>\u00a0y a la\u00a0<a href=\"http:\/\/www.corteidh.or.cr\/\" target=\"_blank\" rel=\"noopener\">Corte Interamericana de Derechos Humanos<\/a>, de \u201cactuar como\u00a0<a href=\"http:\/\/www.larepublica.pe\/06-06-2012\/oea-acoge-informe-que-plantea-reformar-el-sistema-de-ddhh\" target=\"_blank\" rel=\"noopener\">instrumentos del gobierno estadounidense para torpedear a gobiernos de izquierda<\/a>\u201d, a\u00f1adi\u00f3 el diario peruano La Rep\u00fablica.<\/p>\n<p>La OEA hizo la controversial decisi\u00f3n de acoger el informe a pesar de que m\u00faltiples organizaciones, como la\u00a0<a href=\"http:\/\/knightcenter.utexas.edu\/es\/blog\/00-10328-carta-la-oea-respalda-la-relatoria-especial-para-la-libertad-de-expresion-amenazada-po\" target=\"_blank\" rel=\"noopener\">red de Intercambio Internacional por la Libertad de Expresi\u00f3n<\/a>\u00a0(IFEX, por sus siglas en ingl\u00e9s), advirtieron que la\u00a0<a href=\"http:\/\/www.cpj.org\/es\/2012\/05\/libre-expresion-en-las-americas-mas-alla-de-ideolo.php\" target=\"_blank\" rel=\"noopener\">aprobaci\u00f3n de las reformas significar\u00eda \u201cun duro golpe para la libertad de expresi\u00f3n y de prensa<\/a>\u00a0en el hemisferio\u201d y que pondr\u00eda \u201cen riesgo a periodistas y otros ciudadanos\u201d, tal como se\u00f1al\u00f3 el Comit\u00e9 para la Protecci\u00f3n de los Periodistas (CPJ, por sus siglas en ingl\u00e9s) en un comunicado a fines de mayo.
