"Bolivian news organizations said they were alarmed by the approval of a second Access to Information bill in the Chamber of Senators that violates congressional procedure, while the first bill from October 2024 is currently being processed in a lower house committee.
'In general, it is obstructionist behavior to interfere with the processing of a rule, especially if it was previously known to the Senate; therefore, it violates the legislative procedure,' said lawyer and former parliamentarian Germán Gutiérrez.
News organizations, including the newspapers represented by the National Press Association (ANP), expressed their alarm over the approval of Bill 066/2025-2026 C.S. because it excluded all consultation with citizens and with representative institutions of journalism and civil society."
