"Bolivian news organizations said they were alarmed by the approval of a second Access to Information bill in the Chamber of Senators that violates congressional procedure, while the first bill from October 2024 is currently being processed in a lower house committee.
'In general, it is obstructionist behavior to interfere with the processing of a rule, especially if it was previously known to the Senate; therefore, it violates the legislative procedure,' said lawyer and former parliamentarian Germán Gutiérrez.
