"Journalist Rafael Emiro Moreno, murdered this past Oct. 16, had received death threats since 2019. During the following three years the attacks against Moreno continued, so he turned to the National Protection Unit (UNP) and other state entities in search of measures to protect his life. However, during that time, Moreno faced a protection mechanism with administrative problems, which did not believe in the risk he stated and therefore took insufficient measures for the danger he faced.
The Prosecutor's Office, the Police and the Security Council of the municipality of Puerto Libertador were also aware of the attacks Moreno was the victim of; however, they also failed to implement suitable actions to protect the journalist's life."
