Five investigative media outlets filed protective actions against international cooperation law in Peru

"In a context of increasing harassment of the independent press, five investigative media outlets —Salud con lupa, IDL-Reporteros, Epicentro TV, Ojo Público, and Convoca— along with the National Association of Journalists (ANP, for its acronym in Spanish), have filed protective actions (acciones de amparo) with the constitutional courts of Lima to halt the application of Law No. 32301, known as the APCI Law. Enacted by the government of Dina Boluarte in April 2025, this law grants the Peruvian Agency for International Cooperation (APCI) the power to approve or block journalistic projects that receive funding from international cooperation.

Under the guise of 'monitoring' external funding, the law imposes prior control over the work of media outlets organized as non-profit organizations, forcing them to submit their projects for state authorization before implementation. In practice, this opens the door to arbitrary interventions in the funding and content of investigations, jeopardizing fundamental rights such as freedom of the press, freedom of association, and the right to defend human rights. The lawsuits seek a judicial declaration that this law is unconstitutional and contrary to international law, as it replicates censorship patterns already seen in other countries in the region and threatens the independence of investigative journalism in Peru."
