Historic ruling in Colombia recognizes responsibility of riot control unit for attack on journalist in 2021

"On July 15, the 61st Administrative Court of Bogotá issued a ruling recognizing the administrative and financial liability of the Ministry of Defense and the National Police for the injuries caused to journalist Andrés Cardona during his coverage of the 2021 National Strike marches. In the decision, the Court ordered them to compensate Cardona with 10 times the current legal minimum wage for health damages, and another 10 times the current legal minimum wage for moral damages.

The measure imposed by the Court is important considering the widespread context of violence against journalists during coverage of the National Strike: between April and July 2021, FLIP recorded 304 attacks on the press, including physical assaults, threats, obstruction of journalistic work, harassment, theft or elimination of journalistic material, and arbitrary arrests.

Although this court decision represents a step forward in the right to justice and the truth about what happened, as it reveals that the attack against Cardona occurred as part of a pattern of violence against journalists during the National Strike, it is limited in terms of comprehensive reparations and guarantees of non-repetition."
