In its Merits Report, the Commission determined that the State violated the right to life of Julio García Romero; In particular, it confirmed that the use of tear gas did not comply with the principles of legality, necessity and proportionality. Furthermore, the operation was not regulated, organized, or controlled in order to protect the protesters.”
