Paraguayan lawyer arrested as part of investigation into threats against journalists

"Lawyer Zully Ortiz was arrested this morning [Jan. 21] during a raid on her home, carried out by a team of prosecutors and police officers who subsequently raided her law office, both located in Asunción. The lawyer, who is being prosecuted in the case known as the 'promissory note mafia,' is suspected of instigating the threats made against journalist Carlos Benítez through social media.

On Sept. 18, 2025, unidentified individuals fired two shots at the residence of journalist Carlos Benítez, located in Lambaré. [...]

Following that attack, Benítez was asked if he had any suspicions about who might be behind it, to which he replied, 'I am 90 percent sure, perhaps even more, that this came from the criminal network of the "promissory note mafia," because that sector is the one that attacks us, the one that makes offers and seeks to stop the publications.'

At another point, when asked if he had received threats previously, Benítez said that he and members of his team had been receiving 'messages of a personal nature, through fake profiles. Later, these messages became more heated.'

On Oct. 30, 2025, prosecutor Ruth Benítez led a raid on a mechanic's workshop. At the scene, Luis Alberto Quintana Acosta, a 42-year-old mechanic, was arrested as the main suspect in making threats against journalist Carlos Benítez via social media."
