Panama: The 2002 transparency law turns 20

"Law 6, signed on Jan. 22, 2002, "which dictates rules for transparency in public management, establishes the action of habeas data and dictates other provisions," celebrates its first 20 years in an environment of controversy over access to public information, the resistance of national and local authorities to deliver information, and paradoxically supported by an increasingly robust jurisprudence from Panama's Supreme Court of Justice (SCJ)."
