"On Friday [Aug. 8], the Office of the United Nations High Commissioner for Human Rights in Honduras (OHCHR) urged the Honduran government to implement effective measures to prevent, protect, investigate and punish any attacks against journalists.

[…]

‘Freedom of expression, enshrined in Article 19 of the International Covenant on Civil and Political Rights, is an essential element for the consolidation of democratic, participatory and pluralistic societies,’ the OHCHR emphasized in a statement.

[…] Therefore, the State must ‘refrain from any act that limits these freedoms, discredits those who exercise them or creates a hostile environment for public debate,’ OHCHR said.

OHCHR warned that statements that stigmatize critical or dissenting opinions not only violate these international obligations, but also ‘restrict and limit’ freedom of opinion, a basic element of democracy."
